What Stockton walls throw at a decorator
The Victorian stock around Oxbridge, Grangefield and the High Street. High ceilings, deep skirtings and original lime plaster that hairline-cracks with every change of season. The honest fix is flexible filler and lining where that is genuinely enough, and a full re-skim where it is not. - If you want us to paint over damp, no. Until the cause is fixed any finish is temporary and you pay for the room twice.

For plain walls in good condition, plenty of people are better off doing it themselves and we will say so. Should I strip the wallpaper or paint over it?
Strip it, in almost every case. Paint over wallpaper and you are trusting a seam that was never meant to be a substrate, and emulsion soaking through often lifts the edges within days. The exception is sound lining paper, which is designed to be painted.

Why does the paint keep cracking in the same place?
Recurring cracks in the same line are usually movement rather than a decorating failure, so filling them again will fail again.
