What Stockton's housing does to a heating system

Do they check radiators during a boiler service?
A standard annual service is a check of the boiler and its flue, not of the whole heating system, so radiators are not part of it as standard. That surprises people. What a good engineer will do is notice the obvious while they are there, a system running at the wrong pressure or radiators that clearly are not heating, and tell you. If you want the system balanced or the radiators looked at properly, ask for it when you book so the time is allowed for.
Can a gas engineer fix a boiler?
Any engineer working on your boiler must be Gas Safe registered, and their card lists the specific categories they are qualified for. Boilers, cookers and commercial appliances are separate qualifications, so registration alone is not the full answer. Ask what is on the card. Should I repair my boiler or replace it?

What is the difference between a plumber and a heating engineer?
A plumber works on water: pipework, taps, wastes, bathrooms. A heating engineer works on the heating system, and where that system burns gas the work is legally restricted to Gas Safe registered engineers. The overlap is real, which is why the titles get used loosely, but the legal line is not loose at all. Why do I have to keep topping up the pressure on my boiler?
Because the system is losing water somewhere, and a sealed system should not need topping up more than very occasionally. The usual culprits are a leaking radiator valve or joint, a failed expansion vessel, or a pressure relief valve discharging outside through the overflow pipe. Topping it up repeatedly treats the symptom and keeps introducing fresh oxygenated water, which accelerates corrosion inside the system. If you are topping up monthly, it is worth finding the cause.
